The error you're seeing
Open the URL Inspection tool for a URL and ask Google to crawl it, and past a certain number of requests in a day Search Console stops you with a quota message instead of queuing the request. Google doesn't publish the exact daily number, and it can vary by property, but it's a small one — commonly in the single digits to low teens, not hundreds.
Why it hits hardest during a launch
The quota is designed for occasional one-off requests — fixing a single page, checking a single URL — not for publishing dozens of pages at once. A site launch, a migration, or a batch of new blog posts all produce exactly the pattern the quota is built to stop: someone manually inspecting and requesting indexing for one URL after another until Search Console cuts them off for the day.
The actual fix: stop submitting one URL at a time
- Submit via XML sitemap — a sitemap tells Google about every URL on your site in one request, and isn't subject to the manual inspection quota at all. See how to submit a sitemap to Google and Bing.
- Use IndexNow for everything except Google — Bing, Yandex, Seznam and Naver all accept instant bulk notifications through the IndexNow protocol, with no daily cap anywhere near as tight. See what IndexNow is.
- For Google specifically, submit in bulk and track status instead of inspecting one by one — a tool that accepts many URLs at once and shows you which ones were accepted and later confirmed on Google gets you the same outcome as manual inspection, without ever touching the quota.
How to tell if it's actually working
Bulk submission doesn't make Google index a page any faster than it otherwise would — it only removes the bottleneck of submitting one at a time. Give it a few days, then check the Index Coverage report for the URLs you submitted; that's the same signal manual inspection would have eventually shown you, just not gated by a daily counter.
If you only have a few URLs
If you're only dealing with a handful of pages, the quota resets daily — waiting until tomorrow is often simpler than changing your workflow. This only becomes worth solving properly once you're regularly publishing faster than a few pages a day.
